PYO Minutes from Meeting on Mar. 4, 2009

Basketball:  Todd Stiede has volunteered to be the Boy’s Commissioner. Supplies should be turned into Todd Stiede or Diane Przybylski as soon as your season is over.

Baseball Tournament Fees – Changed to: $250 for 14 and Up, $225 for 12-13, $200 for 9,10,11 and $125 for 7 and 8.  Approved.

We will hold a equipment swap on April 4.  Sellers should arrive at 9 am, buyers at 9:30.  Tina W. to coordinate.  Information will be put on the website and Pulaski News.

Umpire pay, keep the same at $30 behind the plate and $25 for field Softball and Baseball.  For the 14,15 Baseball the pay is $40, $40.  We will give parents the option to pay $150 up front if they want to avoid concession stand duty.

 

New Business:

1. By Law Change Proposals – Discussion and Votes:

Number of Tournaments

Currently the number of tournaments that the PYO will pay the entry fee for a sponsored team is not in the operating policies.  Our practice has been 7 paid tournaments plus the Pulaski Tournament per team.  This year, the recommendation to coaches was to limit the paid tournaments to the same number as the grade level with a max of 7. 

  1. Proposal to add an Operating Policy: The number of PYO paid tournaments for each sponsored basketball team will be limited to the corresponding grade number with a maximum of 7.    Motion made by Terry B, seconded by Jay R. Vote – Motion carried.
  2. Proposal to add an Operating Policy: For baseball and softball, the PYO will pay for up to 5 tournaments per sponsored team (starting with the 2010 season).  Motion made by Diane P., seconded by Kevin B. Vote – Motion carried.

 

Academic and Code of Conduct Standards

Currently the operating policy indicates that WIAA rules apply to all PYO athletes. 

In addition to the WIAA, the Pulaski schools have more restrictive rules in place for code of conduct and also grades at the Middle School level.

  1. Proposal to change the Operating Policy to:  WIAA rules and local school athletic policies apply to all PYO athletes.  After discussion, the organization decided to leave the policy as currently stated (WIAA rules apply).

 

Dates of Coach Selection

The Operating Policy currently lists August as the month for basketball coach submittals and vote in September.  Based on this year’s experience with team selection and tournament registration, this is early enough.  No proposed change. Agreed.

 

The Operating Policy currently lists February as the month for baseball and softball coach submittals and vote in March.  Based on limited tournament registration availability, the proposal is to move these dates up.

  1. Proposal to change the Operating Policy to: Coaches names for Softball and Baseball are to be submitted at the December meeting with vote taking place at the January meeting.
  2. Proposal to change the Operating Policy to: Coaches names for Softball and Baseball are to be submitted at the November meeting with vote taking place at the December meeting.  Motion made by Todd G., seconded byJay R. Vote – Motion carried.

 

Dates of Tryouts

Currently the dates for tryouts for each sport are not in the Operating Policy.  For basketball, the teams were supposed to wait until after Nov. 1.  For the older grades in softball and baseball, the tryouts must wait until after the WIAA season is complete for those sports.

  1. Proposal to change the basketball tryouts to no earlier than Oct. 1.  Proposal to change the softball and baseball tryouts to no earlier than April 1.  This could be made an Operating Policy but it is recommended that they just be made our new standards.  Motion by Kevin B., Seconded by Cheri L. Agreed to as the new standard.  Also coordinate sign up with PGSA and Optimist Teams.

 

Number of Times Allowed to make Constitution and Operating Policy Changes

Our constitution calls for an annual meeting in Feb. to address these matters.  There was discussion on a proposal to be able to make and vote on changes multiple times a year.  The Treasurer indicated that he believed having this provision would violate the state and federal codes regulating our organization.  This matter was tabled.  Non Constitution and Operating Policy changes can be made at regular monthly meetings. No further discussion on this.

 

Membership Fees

Article III of our constitution reads:  Membership is gained by purchasing a Pulaski Youth Organization card for $10.00 per family.  This is a one time fee only.

  1. Proposal to change the constitution to:  Membership is gained by purchasing a Pulaski Youth Organization card for $10.00 per family.  This is a one time fee only.  An annual, per sport, per child fee may be assessed.  This fee will be reviewed and set annually at the start of the season for each sport.
  2. After much discussion, the following proposal was made.  Membership is gained by paying an annual, per sport, per child fee of $10, with a $30 maximum per family per season (Basketball Season, Softball/ Baseball Season). Motion made by Kevin B., seconded by Tom R. Vote – Motion carried.  This will start with the 2009 Softball/Baseball Season.  Hardship cases will be considered individually by the board for waiver of fees.

Membership for people without children participating on teams can still be obtained by purchasing a Pulaski Youth Organization card for $10.00 per family.  This is a one time fee only.

 

2. Election of Officers:

Motion made by Jay R., seconded by Wayne K. to approve the officers.  Motion carried.

Motion made by Jay R. and seconded by Wayne K. to adjourn.  Motion carried. Next meeting Apr. 1 at 7:00 pm in Social Studies Resource Room at the high school.
